Cheer up and face challenges, commissioner tells politicians

Joaquín Almunia, the EU's monetary affairs commissioner, has a mischievous smile that spreads across his whole face as he speaks of "moderate optimism" for the year ahead. If only he could get Europe's gloomy consumers and investors to agree.

European exports to more perky economic regions keep the EU ticking over, but the prevailing mood across the 12-country eurozone is one of pessimism.

Italy’s lower house of parliament is expected today to vote to grant legal immunity to Silvio Berlusconi, the prime minister, freezing for the rest of his term a trial in which he is accused of bribing judges. Many deputies will back the measure in the belief that they are sparing their country embarrassment during Italy’s six-month presidency of the European Union, which begins on July 1.
